Six temporary jobs are to be created at Nottinghamshire County Council as the East Midlands gears up for its £1.14bn devolution deal.

The major deal – which promises £38m per year of new investment for three decades – was signed by local leaders and the Government last August.

It promises to bring new powers and funding to locally transform areas like transport, education and skills, public health and the environment.

It's the first of its kind in the region and mirrors similar agreements signed in neighbouring areas like Greater Manchester and the West Midlands.

The deal has already led to extra spending in the region, with £17m allocated for the building of new homes on brownfield land in 2024/25.

And £18m has been allocated in the spending review to support new housing plans and drive 'net-zero' carbon ambitions across the region.

Permitting Westminster passes the upcoming Levelling Up and Regeneration Bill through Parliament, the deal is expected to come into effect next May.

This would couple the creation of a new 'combined authority' to govern the new powers and funding, and the appointment of an elected regional mayor.

The mayor would have similar powers and profile to figures like Labour's Andy Burnham, in Manchester.

Labour last week revealed five people are standing to be its candidate, with results due in August, and the Conservatives are also due to start selection in the coming months.

Now Nottinghamshire County Council's cabinet is to discuss the creation of six new interim roles so the deal can come forward.

These roles include an interim senior leadership position – which is yet to be officially named.

This role would work with leaders and chief executives of the four main city and county councils to "provide clarity, strategic direction, vision and leadership" of the new combined authority.

A second major job includes interim director for devolution, which will be responsible for establishing the new combined authority in its entirety.

These two positions would then be supported by four other positions.

That would include an interim investment strategy lead, which is accountable for developing spending and investment plans.

An interim transport plan lead would help to draw up an East Midlands transport plan and outline new public transport policies.

A new interim operations and people lead would work out the operating model and transition plan of the new combined authority.

And an 'interim strategy and delivery lead' will draw up the new combined authority's strategic and corporate plan, which can be adopted or amended by the future mayor once they are appointed.

Papers reveal the region's four city and county councils have agreed Nottinghamshire County Council is "best placed" to host the new positions.

The roles will be put out externally but could also be filled by leaders at the four main authorities.

They will be in place until May 31, 2024, and are funded through Government cash provided specifically so the devolution deal can be implemented.

The council does not specify how much each role will be paid but said it will set pay based on its own pay scales.

Each role is expected to be appointed during the summer.

The positions will be discussed by cabinet members at Nottinghamshire County Council on Thursday (June 22).
